What you're dealing with
Only a small fraction of a flea population is on the animal. The rest is eggs, larvae and pupae in carpet, bedding and floor cracks. That is why treating the pet alone rarely resolves an infestation.
Pupae are resistant to insecticide and can remain dormant for weeks, hatching in response to vibration and carbon dioxide. A second wave of adults roughly two weeks after treatment is expected behaviour, not failure.

Why treating the pet is not treating the problem
The adults on your animal are a small fraction of the total. The overwhelming majority of a flea population is eggs, larvae and pupae down in carpet fibres, along baseboards and in pet bedding. A vet product handles the animal; the house needs treating separately or the animal is simply re-infested from the floor.
Why vacuuming is genuinely part of the treatment
Vacuuming removes eggs and larvae, lifts carpet pile so product reaches the base of the fibre, and — importantly — the vibration triggers pupae to emerge, which brings them out of the one life stage that resists insecticide. It is the single most useful thing a homeowner can do here.
Why we use an insect growth regulator
Adulticide alone leaves the eggs and larvae untouched and the population rebuilds within weeks. An IGR prevents immature fleas from ever reaching biting adulthood, which is what converts a temporary knockdown into an actual resolution.
What makes it worse
These are the things we most often arrive to find already done. None of them are unreasonable instincts — they just backfire for reasons that are not obvious.
Treating the house but not the pet, or the pet but not the house
Either half alone fails. The two have to happen close together, or whichever side was treated is reseeded by the side that wasn't.
Assuming the problem is over when the biting stops
The pupal stage can hold for weeks and is chemically protected. A quiet fortnight followed by a sudden wave of new adults is the normal course of an untreated pupal reservoir, not a failed treatment.
Throwing out the vacuum bag indoors
Eggs and larvae survive the trip into the bag. Emptying it into an indoor bin returns them to the room you just cleaned.
What's different here
Manitoba winters do not clear fleas the way people expect, because the entire cycle runs indoors in a heated house regardless of what the outdoor temperature is doing.
